Condensed text:) What happened in Tallinn in late April was bound to happen sooner or later. The approaching storm-an uprising by the Russian-speaking population-could be sensed for a very long time. It just needed an occasion. And that occasion was skillfully provided by Prime Minister Andrus Ansip.
The headline "Nighttime Disgrace in Estonia" in the Latvian [Russian-language] newspaper Chas [Hour] was an apt characterization of the events surrounding the dispersal of people who wanted to keep the Bronze Soldier monument at its historical location. In the opinion of the Estonian human rights organization Night Watch, the dispersal was "Gestapo-like." Night Watch is quite convinced that "Estonia is threatened by Nazism."
Isn't that an exaggeration? Well, it all depends on your point of view. And what's at issue is not just the beating of detainees in the Tallinn port by Estonian police, which evokes rather somber associations with the infamous stadium in Santiago [a reference to the National Stadium in Santiago, Chile, where people were held and tortured following the overthrow of Salvador Allende in 1973 -Trans.]. The matter involves more fundamental, longer-term problems.
If you take a walk through Old Tallinn, you will certainly see signs of a European city, an original and very charming city. But just five kilometers from the ancient towers are veritable slums. And most of the people who live in them are "noncitizens," those who have not undergone "naturalization" - a rather strange procedure for ...
