TITULESCU: POLITICAL REALIST, SUPPORTER OF COOPERATION WITH THE USSR

Last spring marked the 90th birth anniversary of Nicolae Titulescu, a prominent Rumanian diplomat and scientist. A man of great endowments and one of the most gifted diplomats of his day, he won recognition at home and abroad. On two successive occasions he was elected President of the Assembly of the League of Nations—something of a breach of the League's rules. He was a member of the Rumanian Academy of Sciences and the President of the International Diplomatic Academy.
Nicolae Titulescu has left his mark on the history of international relations. The period between the two world wars saw his foreign policy in action. This was the time when the world's first socialist state was working to establish the principle of peaceful coexistence of countries belonging to differing socioeconomic systems. A political realist, Titulescu was one of the first men in the bourgeois world to realise the importance of this principle as the alternative to destructive war; he came

out in favour of the equality of states and their cooperation in the interests of peace and the security of nations. Titulescu died more than three decades ago, since when radical changes in the face of the world have taken place, but many of his ideas are still meaningful today.

Titulescu's activity was based on the idea that differences in ideology or political and social system should not be an obstacle to cooperation between states in the interests of peace and the welfare of nations. 1 This cooperation, he said, implied strict observance of the rules of international law, unconditional recognition of the sovereignty, independence and equality of all states, big and small, and mutual trust and understanding.
